Do you really need this? As a rule it may cost you much more than usual registration. Maybe you need some certain domain name?

To perform this, you may go to certain section on forums, or there are auction sites where people sell their domains. www.domainstate.com os a forum for domains, there are sales sections where it is possible to post your request.

Others have pointed out several "wheres".

The process is that you agree on a price and pay the sellling party. They then transfer the domain to you. The simple way is for you to open an account whereever it is registered.

You need to be careful to make sure the seller is crediable and really owns the domain. On small sales it is easier to take a chance. Escow services can be used if there is any serious money involved. In most cases a seller will want you to pay the fee.

Here or in other forums the iTrader rating of a seller can give you some indication of the person you are dealing with. Higher post counts also indicate a long term member in most forums. The newer the member the more caution one should use.
