I think one needs to set up a monitoring service for the same. If you like to set up for any of your own sites, there are many free services. However, if you need to check the same for your hosting company's server before one buys a hosting account from them, one may ask the hosting company to provide independant uptime report on uptime of the servers.
I have not seem any location so far where one can just enter a domain name or server ip address and get its uptime for last say one year.

The problem with monitoring services is that if you report to your host that there has been a timeout, they usually deny it and claim that you are wrong and that the program you are using to monitor it wrong also. (I've been there before)

I would probably recommend one of the free ones, unless you are monitoring some critical system, in which case a paid for service is better.

Find one that is trusted, even speak to your host to see if they recommend anyone.

There cannot be an end if the sever ppl keep denying. It may be relavant to aks them to provide uptime report of some independat party for the same period.
I agree, free services are good enough to monitor sites.
