the water towers (I think thats what they are!) at the top of older buildings in NYC. Why are they there?

tall buildings often need to solve their own water pressure problems. Because the buildings are so tall, they often exceed the height that the city's water pressure can handle. So a tall building will have its own pumps and its own water towers

They use pumps to pump the water up to the bassins but it would be too complicated and expensive to pump the water to every single tap in a tall building when needed.

It all has to do with the pump efficiency and peak use periods.
Let's say an average building needs 2000 PSI pump between 6am and 8am when most people brew their cofees, flush toilets, take showers etc. After that "water rush" hour there is no longer any need for 2000 PSI, and a 300PSI (or so) pump will be easilly able to handle the job of fillling the water tank so it's full when people come back home and want to take a leak and flush the toilet.

There is a signifficant cost difference betwen the cost of operation of a 300PSI and 2000PSI pump.

Also, some tanks have a certain minimum level at which they are being refilled. So the pump doesn't kick in immediatelly when the water level drops by 1/16 of an inch, but rather waits untill the water level drops by a more signifficant amount and then kicks in to fill it up. That way the pump sustains less wear and tear due to smaller nmber of on/off cycles. The most damage to mechanical equipment occurs during power on. (actually, the same is true about computers)

On average a water tank holds enough water to supply the community for one full day.
