You must be 18+ if you want to make paypal on your name though you can use your dad etc paypal if you are under 18..

It doesn't say you have to be 18
It saids important : age.

Yea, you need a bank account or credit card...and I assume to have either you'd have to be 18 as well.

Why does paypal not let people under 18...

I use paypal and I don't have a credit card. Signed up before I was 18.

But without any CC you cant spend more than $100 is there any way to increase this amount without having any CC.

I'm 17. They want me to fax them info about my address. And because I don't own a house. The only proof I've got is my birth certificate. But that does not have my address either.

When you sign up, you agree that you are 18 years or older. That's a policy that they have. If you can't prove it, then you can't prove it. Since you're only 17, you're not supposed to have a PayPal account anyway.
