Post your link in a forum post when it's relevant. Like if you have a topic on your forum that could help someone out.

Just don't spam. Nobody Likes spam and it gives the spammer a bad reputation.

you can create your own related network, and use other social networking site and off page activities for your site you will get increase your backlinks.

I sometimes get to know new forums through forums that I am participating on. You can advertise you forum on other forums as long as their rules say that you can. It will be an effective strategy.
