What cost does it take for initiating a small forum and what will be operating cost of it too.

For a small forum the only costs will be domain and hosting.

The forum script you can use a free one - for example phpbb.

There are some extras you could pay for, - templates and extra modules.

Once you a hosting account, you can easily install phpbb - most likely using a one click install.

Then you will just need to set up the boards, options and settings - you can watch videos on youtube to help with this area.

You can create a forum on your own easily. There're many open source forum softwares available online and some are free and some are paid.

Depends on what kind of forum you want to be initiated because there is not much cost involved in starting a small forum but forums can prove to be a highly profitable. But the cost of managing it is high as you need moderators and other members to keep it working and they need to take care of spamming posts and the members who post links on it.

If you start a forum, plan on getting a dedicated server in the future as the forum grows big. So this means you need to make the forum profitable or you'll run into issues not being able to upgrade the hosting as the forum continues to grow out of it's packages.

You need to pick moderators that you trust will maintain the forum according to the general rules you create for them.

There are so many ways people try to spam on forums so the moderators need to know how to spot these people and handle them.

HTMLBasicTutor once mentioned an IT support team. So presumably there will be the recurring cost of paying the team as well.

This forum is huge and we have well the owner of this forum has a technical team we can call for issues and other custom coding we need done.

Such a large forum with good rankings, we have a lot of things in place to help this forum run smoothly.

It depends on the type of software you want to use. If you decide to use a free script, such as MyBB, phpBB or SMF, then you will only need to pay for the hosting and domain (which should be around $20 for a forum that has just launched). If, however, you decide that you want to use a licensed script, such as XenForo, vBulletin or Woltlab, then you will need to spend a lot more to purchase the license.

Starting a forum is not costly. All you need is a free forum script, a domain (or a folder on an existing website), and regular hosting.
The problem starts coming up when you have around a few thousand members. Your forum is still not profitable, and servers are giving up. All forum scripts use too much resources, specially if you installed the script with too many bells and whistles.
Spammers are finding your forum and it gets difficult to delete all that spam.

Its also extremely difficult to promote a forum compared to a blog or a website.

Rightly said .. starting is never an issue, problem is with its maintenance and proper interaction with members.
