Does pagerank still move ahead from page to page?

Im wondering if pagerank is still split from page to page, i have seen awall19 talking about it before in one of his posts. I noticed that not the full pagerank is given from the main page to the other subpages. Some pageranks of my pages differ in ranking. Is there a reason for not pasting on the full pagerank...

if it passed the whole amount of pagerank the system would not work. it would be completely digital. everything would be a 1 or a 0.

google uses a dampening factor and also splits what pagerank there is to send out amongst all the links.

Some say about 85% of PR is passed, split up between all the outbound links on the page...

initially that is what the dampening factor was set to, but it could have changed slightly over time...

If the site's PR is distributed between all its outgoing links, will that decrease the PR of the site itself?

if you have few internal links and lots of external links (especially at or near the home page) this can happen. usually it probably has a negligable effect for most sites.
