One way links are the most important and valuable for a website and just a few quality one way links for site may boost ranking. some different ways for getting one way links like :

Aritcle submission
forums
social bookmarks
RSS Submission etc.

The one thing that helps some web to attain PR4 is the backlinks from http://wordpress.com/tag/….

In order to get these backlinks, you will need to categorize each of your posts. You will need to categorize your post according to the WordPress.com tags.

For example, I will put this post under the category of pagerank. When I do this, my blog post will be added to wordpress.com/tag/pagerank which is a PR5 web page. So I will get a PR5 backlink to this post.

And I will also put this post in the category of blogging. The page, wordpress.com/tag/blogging is PR7 and this new post very likely will be spidered by Googlebot within hours.

So, this post will get 2 backlinks with PR5 and PR7. It’s easy, isn’t it?

At present, doing link exchanging with other relevant websites can nearly be having a zero effect on increasing the PR of websites and the only way to increase PR could be using one way links from top resources and higher PR sites. Even after adding several of such links, you need to wait and remain patient for some weeks and months because unlike the rankings data and information, the PR statistics on Google are not updated that quickly and it needs time to notice the positive effects of the recently added links on your website.

The only one of those three statements that's true is "Get quality backlinks from high PR sites", and they don't even have to be quality sites. They just have to have PR to pass to your page. Unique content and unique visitors have nothing to do with PR.
