Get backlinks from high PR related sites with your niche, you could contact and beg the owners for this or just do blog commenting (again on dofollow related sites/blogs) and use your site url, but don't spam them.

Create blogs and articles. Create press releases and submit them to press release sites.

To increase your PR:
Do off-page optimization or link building techniques such as:
Web directory submission

Social Bookmarking
Forum Posting (through signatures)
Promo Ads Posting
Participating in Answers site like Yahoo Answers

Exchanges links with related websites and with high PR

Getting a high page rank may seem important, but what you are really looking to do is get high quality links from as many on-topic relevant websites as possible. By doing this you will automatically have a higher page rank and your site will be indexed as more important to google.

PR changes every 2-3 months but your Google SERPs (search engine result page) can change every day. It's much more important to improve them not PR...

Well... Actually no. The PR on your page is dependent on the cumulative effect of the PR that is passed to your page through the links pointing to it. On-topic relevant websites have nothing to do with the amount of PR passed.

Actually get links from relevant niche sites/blogs does important, they give your links more weight for the PR calculation.
Imagine your tech blog having links from travel blogs with other relevant tech blogs, which are more important?
The pagerank is calculated every time by google but we can't see that, the PR that you see is from the google bar - that is the one updated every 2-3 months.
Google decided to differentiate the update since people are crazy about backlinks and wanted them to focus more on contents than backlinks.
Backlinks are still important though.

When someone can document that then I'll be convinced. From a SERPS standpoint I will agree that relevant links are more valuable than non-relevant links however.

Agreed, however I don't put too much stock in the little green bar. It's not the "actual" PR, as I believe the actual PR is figured on something more like a decimal point system. The bottom line is not to worry too much about PR and concentrate on getting quality links and even off topic links. It's just that some links are better than others. They all help.

I forgot where I saw that information, but search on what Matt Cutts said about this.
I don't say not relevant links are bad, they still count, it's hard to find social bookmarking sites that match every niche.
Even more important focus on getting traffic, quality traffic that is

Build more quality backlinks and wait for the next pr update. Much better if you get backlinks from white hat technique.
