Some directories are running since several years ago and they are having high PR and visited by many people on a daily basis.
Such links naturally can be helpful both in terms of rankings and PR boost..

of great benefit go for local content, (free and paid) local search directories and submit to the proper category and offer a keyword enriched description of your product/service if possible. try to get listed in dmoz, although it will take a long time to be accepted, the wait will be worth while.

But offering a keyword enriched description is not going to help at DMOZ, in fact it is positively the thing NOT to do.
An editor looking at the submissions pool and seeing a site with a description that clearly contravenes our specific requests is likely to move on to look at a site where the person submitting has clearly read the rules and at least tried, even if they did not get it right. We have to rewrite most descriptions to a greater or lesser extent.

It does, but most dirrectories and are overcrowed so it gives less effect.

I think if you are working with many SEO strategies for your website then I am pretty sure that it will help your website increase its page rank but I don't think working with directory submission only will help your website.

Directory submission do not means that your website is added to that particular directory(s). Its just a way of requesting the directory owner to index your website.
It is true that PR is increased with the help of Directory Submission. But it is also true that it will lave the published email with spams.

Directories are still effective. I know that you have submitted your website link to numerous directories still you are not getting benefits. I would tell you one thing clearly, when you submit your links to directories then its not sure that the directory owner will index your link.
Directory submission do not make you sure that your website is submitted in directories, its just that you are requesting the directory owner to index your link.

I've been able to get to a PR3 with free directory submissions alone. I've had to get some other more quality links to get up to PR4 and PR5.

Directory submission surely helps the ranking of your website. Try to submit your link in high pr directories.

In my opinion nope! But, I believe some of the best directories do help, however that comes at a price!

Its just fodder links in most instances - use them to hide your golden links  they pass a little PR, not worth a massive amount of time though.

I have done directory submission for one of my sites, one year ago. I submitted to more than 1000 directories. But in Google Webmaster tools, I only see 10 or so backlinks coming from those directories.
So now, I only submit my sites to only top few directories. There are at least 10 good directories but all of them will require a review fee.
Backlinks from good directories will help.

Well if you are talking about free directory submission Then i have doubt about this because i done lot of directory submission for one of my site Some thing like i submit my site to 2000+ sites, but i just get 2 back links From all of them ... and also my that site didn't manage to get any pr, its just showing pr0 , So i'm afraid it don't help us to improve PR

Yes it helps. I got a blog pr2 by submitting to free directories only in little more than 1 month. It became pr2 i last pr update.

yes i think. they give really good backlinks from relevant pages to us. i got more than 600 backlinks from a single directory

It will definitely help in PR. Don't treat it as a special link. Any link with high PR and relevancy is worth the consideration.
