Does text inside IFrame elements affect Google page ranking?

If I insert an IFrame element in my page with some text inside the IFrame element does this affect the Google page ranking?

e.g.

<iframe src="...">
This is usually where text is entered for browsers that do not support
iframes. If I enter some key words and phrases in here are they
used by Google?
</iframe>

The text will be dealt with just like any other text on the page and can be used as part of the page's optimization. The iframe source page won't be spidered by Google unless it is linked to from elsewhere.

If I add a hyperlink (HREF) inside the IFRAME tags, will it be counted for the PageRank on a partner's site using the iframe ?

Never having tested that specifically, I would say, yes. Whatever is inside the iframe tags is treated exactly like whatever is outside them - just like the noframes tag.
