IP addresses right next to each other

I asked this question in a couple of different forums, but I think this is the best place to ask to get the most accurate answer. Here's my question:

How bad is linking from one IP address to the one right next to it while they have different names?

For example, www .someWebsite.com links to www .somePortal.com, and www .someWebsite.com has IP address

1.23.45.67

and www .somePortal.com has IP address

1.23.45.68

Its the same c-block, so it would pretty much be the same as if you just linked to them on the same IP address. if you're trying for different IP's for seo reasons, get one on a different c-block such as:

1.23.XX.XX

xx being different. I even go so far as to try to find this:

1.XX.XX.XX
or even
XX.XX.XX.XX

usually no ban or penalty, just likely not as much link credit passed from one site to the other
