Using Unicode Characters for Anchor Text

That "Unicode for Email" topic reminded me this issue I've been thinking for a while. I'm doing basic SEO stuff for one of my friends' sites and I've never tried SEO for the sites prepared in my mother language before.

One of the keywords we're targeting is "İzmir" (capital i is not written like that in English as you know, I've used Unicode here).

When exchanging links with a foreign (i.e. English) website I use unicode characters in anchor text and when exchanging links with local websites I use non-Unicode version. What I wonder is if the value of an anchor text written using Unicode is the same with non-Unicode version of it. They both look like the same. And Google brings the same results for Unicode and non-Unicode version of a keyword. So, may I assume that both type of backlinks are counted as the same?

Btw, capital i is given just as an example of Unicode here. I know that Google isn't case sensitive.
Other Unicode chars we have on our keywords are "ı" and "ğ". But I ask in general, including all the Unicode chars available.

Its something you may want to try and contacting Google for as they may have a guide they can link too?
