Google doesn't always make direct announcements about updates to it algorithm. However, you'll often see hints or notices in the Google SEO blog, Matt Cutt's blog, and...oh yeah, you didn't want me to mention forums...so don't read them...but everybody else should because it's a good source of Google update information.

LOL we would all love a direct announcment from Google about the algo changes, but I don't think that will every happen. I am afraid to say that the only places to find such updates is within the forums or reading blogs.

PR gets updated all the time. If you mean that little green bar thing on the google toolbar, that gets updated quarterly supposedly.

I saw some comment of Matt Cutts where he mentioned that Google updates its Aglo multiple times every year. Google do not announce their secret algo changes but most of the public changes are announced by Matt Cutts in his blog.

Often to search a same term then it is possible to know if there are some updates or changes.
Also often come to the v7n forum you might know some changes that members found out.
Google may not announce their SQL order by what.

You can easily know about Google PR update but its hard to know about Google algo changes. They never condescend about their algorithm changes. Still you should be in contact with Matt Cutt's blog to know more about the updates. You can ask him and he will surely answer you(not telling you exact things but will land his answer across appropriate figures.)
