Google will soon update famous PR. About every 3 months or so google update PR.

After we set inbound links down in some web site, anchor text appears after 1 and half month at google webmasters tools, dashboard.

If we manage to gain inbound links, it needs about 10 -15 days to see changed position at SERP-s.
