Description in Google SERP

Why does Google use different descriptions in the SERP for different domains:
For my site it uses actual content on the page to highlight it, on other sites it uses the title tag to display?

It depends on what the search term/terms are and where it is with-in the content of a page/site.

If the keywords used appear in your meta description, then it's likely that that'll be displayed.
