There's no need to, visit olx, the biggest classified network throughout the world and see what kind of adsense ads they're displaying, you'll get an idea. And one more thing, you need to generate 20 million page views or 5 million search queries per month in order to become adsense premium.

this is not any adsense account becz if this types are placed on top website then why cant we see the ads on hub-pages and squidoo pages they have more then many visitors a day and also on e-zine articles or any other article website too ? or is this fake some one is making fool by adding this types of ads for affilate marketing ?

This ads is google adsence premium account ad. If we will get 20million page impressions or 5 million search we can be the premium members

You haven't seen it means you haven't visited a good site at all. Its an ideal adsense ads format for any adsense publisher but it is sad that it is restricted to only few who qualify to show such ads.
