Like blackeyes said Write a catchy, flexible and global... also make your description, descriptive and interesting.. always remember to include your title into your descriptions.

Tips in optimizing your title tags:
Include your targeted keywords in your meta title but be sure not to overdo it. Putting too many keywords in your title will only dilute its effect and as a result, you're going to have a hard time ranking on SERPs using your keywords. For meta description, just simply state what is the web page all about.
You can include your location especially if you are targeting a specific place or location to market/promote your website/business. You can also include the name of your business/website for branding purposes.
Example: Inexpensive Shoes in Philippines - ShoeMico.com (just an example lol)
I also recommend you to use different title tags for every web page that you have. The title should reflect the content that can be found in that particular web page.
You should also avoid using special characters in your meta tags because it may not be properly displayed in SERP and your website might look suspicious or strange on the view of Internet users.

you should have to do Key Words Research for that First. then you may put your most Targeted key words in your Title Tag, Description Tag and Key Words Tag.
in Title Tag you can used 60 to 65 Character
Description Tag you can used 200 to 250 Character and in
Key Words Tag you can used 275 to 325 Characters

Trying to act in a natural way would be highly recommended instead of stuffing just keywords into the titles and description tags. If you write some relevant articles, try using the combination of terms.

Follow the Micoblanco tips he is right.
I will add that your title should be unique to rank high.
Competitors copying your meta title pages, and meta descriptions, will rank at the bottom ;-)
Think unique on everything you do on your site and you will rank high big time.

You can review first the content of the website to understand the main theme of the website then after reviewing content properly, design the meta tags from the content of the website.

It is not about writing effective title it is all about writing keywords and tags that help user to reach your page. Otherwise your title need to be unique and not duplicated one . It may happen there may be some content or portion of your content may catch up search index and list you in search result. Sometimes comments to your post also matters lot.

I agree. It would be more helpful if you place your keyword phrase at the beginning of your title but remember to limit your title up to 60 characters only. more info here.

I have seen in some site on how to effectively write meta tags , description and title properly. I have followed this and when I checked in meta tag analyzer I found no error from it http://searchenginewatch.com/2167931

It may be tough at first time, but in practice it is much easier than other work. You need to analyse all of your competitors onpage optimization. it will help you a lot.

You need to think in 2 different ways.
First optimise the Title tag for Google,
This means putting the main keyword you are targeting first in the title, then you need to make it appealing for people.
So something like:
<Title>Keyword - find the best keywords at mysite.com</Title>

I think you should always include your main targeted keywords within your title tags. Google weight it a lot more than other on-page factors. While, for description tags, you should use your ads there.

I don't know about all of the rest of you guys, but putting the title of the page into the title tag has always worked well for me.
The primary description of the page, generally works well in the description tag, and various keywords/keyword phrases has always been enough for the keyword tag.
The description of the page/product/service, is usually the one or two line "description" found, usually just under the title written on your page.
The keywords, widget, widget, wonderful widgets, widgets galore ... are usually found throughout the page in legible, easy to understand wording placed in paragraphs and sentences .. these, would be placed in your keyword tag.
The title, for instance .. "Bunny's Big Bad Bouncing Baby Bunnsies" would be found in your title tag.
I never could quite get the concept of putting all of your "keywords" into a title tag. Whenever I see keywords listed and separated by commas, in a title tag, one thing comes to mind ... SPAM.
The title and the description of your actual page (the part people can see) should be exactly the same in your meta tags (the part search engines can see).
It's the only way you will ever get a 100% grade on your page relevance, and it also assists greatly with getting a higher seo scoring.
