I agree to you on your point that there are many DC but this past few days, Google have this problem like you can't access the main Google page and also the Google services. Maybe it's all about the upcoming update of Google.

Yes you can do multiple anchor texts for a single link and multiple anchor text for sub pages as well eg http://www.v7n.com?=webmaster-forums ad for the link and Webmaster forums for the anchor text. Then for the same domain you could put eg http://www.v7n.com?=freaking-cool-forums and Freaking Cool Forums for the anchor text. (I dont think capitalization matters.)

If you get enough of these type of backlinks spread out over the internet you can rank in google and it will even show these dummy url that just have target keywords but still resolve and take the person to the page and the referrer in the browser even sticks so it looks clean.

The algorithm is changing in a gradual manner and according to G00gle its just normal and actually unnoticeable. Aside from that your competitors might be doing something too so don't expect that the ranking will be that stable.

No. Is not my website. It's just one of my prefered tools used to see the differences between the datacenters. It's very useful when don't want to loose time with upgrading of all these datacenters. You can see easily when a position is change before see the real change in your browser.

The face is, google likes fresh content for blogs. For a blog it is highly unlikely you will rank in the same place for a prolonged period of time. However, the more backlinks you get and the better you optimize your blog, the more likely it is of staying high, rather than dropping off the first 2 pages.

Google shows 10 results on first page as default. There might be 1000's of such users like you who have good quality of blogs and everyone wants to come to the first place always.

Can you imaging how this can happen? So shuffling is a way to give chance to most of them to be on first page for a while.
