Google updates every three months and I heard there is this term they call Google sandbox effect where new websites are placed temporarily in a sandbox not affecting there PR, anyway, you can read the full article here Sandbox Effect..

it is true that Google updates take place at every 3 months. But it is not mandatory. Some times it may break this criteria.
