All directory sites are now not as appealing as before. However, Paid Directory Links have more chances to be seen rather than choosing Free Directory Links (well not all Free Directory Websites).
Paid Directories offers you a good place for your link to be seen by visitors.
Free Directories just offers you free listing in their directory.

I agree but no harm to list your site in directories.

I have actually read a few months ago, that directory submissions can get your website penalized in search engines. How true this is, I don't know. But from personal experience, directory submissions really don't help all that much. I don't know much about paid directory listings however, I would guess that they are better recognized and have a higher ranking than free directory listings.
You have to be careful with this though. I've seen new paid directories that would spam companies to get them to pay for a year or two long listing but when you visit their website it's almost empty. Who's to say that they'll still be there in 1-2 months time and not running off with your money? If you do decide to try out paid directory listings, I suggest making sure that they've been around for a while.

It still helps, though in my personal opinion not worth your time to focus on. There are lots of ways which are more effective than that.

Generally paid directories don't allow all the bad sites in (affiliate Rx, xxx sites) and sometimes will have a higher quality of site listed.
I would check out niche directories before anything else.
IMO that will give you the best bang for your buck/time.

Paid Directory will enlist your site instantly while free directories may take even months to enlist your site.

Well, most of the difference between the two sites have been given out. What I will answer is how you should pick up the best directory. What I mean is that even if it is a paid or a free directory, if that certain directory doesn't receive traffic, doesn't gets crawled and indexed and doesn't have a PR, then it would be just a useless site to waste money on

Your site has a big chances to be added and seen it paid directories. While in free direfctories, it takes time to wait before you can see your site added and sometimes or most of the time, rejected.

Google gives priority to natural linking. Also buying or selling links is against google guidelines so don't go for paid links.
You should try to top free directories to submit your site because they will list your site depending on quality of your site and not just for money.

I'd second what Brandon said... directories that charge a review fee are better known for weeding out garbage.
The big name paid directories are *very* mindful that Google doesnt want "paid links"... and as a result there is a huge difference between "paid entry" vs "pay for review". The directories that are known to refuse junk sites are going to be more credible than some auto-accept freebie directory because you know a set of human eyes had to make the accept/reject decision. For the record a lot of the better paid directories also have a free option or two available and their review fee may only be a way of guaranteeing a timely review.
That is by no means a slight against all free directories, but there are less good ones out there than one might hope.

Free directories tend to take a lot longer than paid directories.
Paid directories also will have featured listings above any freebies.

^ Yeah right... And if I'm going to choose between them, I will choose the free one. Because I usually submit for free options and I find it helpful. It is one of the process to gain my quality links.

Directories is not that effective to me its because of slow approval of the owner while paid is easy but you must spend money for that.
