Did you understand the post before you left some comments. I think it looks awkward if you post an english comment in non-english blogs. It looks too spammy if you do it that way. Better yet, if you don't know the thought of the post, translate it in English after that you can then translate your post in that particular language. In that way, there is a big possibility that your comment can be worth to the target audience and to the webmaster as well.

Well, It is not counted as Spam but tell me one thing that, How it is helpful for your website if you post comment on other language resources. Google give preference to relevant resource.
