It is likely Google that is focused on Directories. They can easily be identified (unlike a page selling
PR) and why would Google ignore Directories just because their are "bigger fish". That's like saying let's not wory about rape until the murder rate drops. Google have the $, geeks and equipment to chase both.

It matter not, Google would be mainly concerned about the "intentions of the buyer". Just like a Gun seller in not sellling murder weapons so the police are mainly concerned about the
buyers of the guns. If the buying of
PR via Directories starts to make their SERP's less relavant they
will take action

The submites to Directories will not suffer (other than feeling that have wasted $'s) but when/if
PR is not their, Webmasters will NOT be so keen to part with their money.
