Just 301 a domain to a PR10 domain, wait for a pr update, then remove the redirect and put up your own site. The toolbar pr will be completely fake and useless however, and will disappear next pr update, but I suspect many people have tried to sell links like this.

I hate to say it but if you've been to that link you need to run your anti spyware software to remove at least 11 spyware applications that they have installed.
