Is it worth linking to "link.htm" pages

I have read in a couple of threads that if your link is coming form a page that has a name "link.htm, links.htm, link.asp, etc...." its value to Google is worth nothing(no mater what the PR is). I was wondering if this was true?

It is true that most of these links pages have lots of outgoing links on them, combined with a low PR so the PR contribution of such a page to your site will be small, but if you can get anchor text links from such pages they are worth as much as from any other site IMO.
