I suspect that there may be routing problems with a major provider, and that's why ISP connections are being variable tonight. Just a guess, anyhow.
Unless all bad ISPs have decied to sync their problems.
I just ran a spotcheck on google.co.uk - it can't connect over the Atlantic.

Definitely going with a bandwidth supplier - a bottleneck somewhere? Is there a major event with any of the datacenters in NY?
Or has the Google algorithm backfired on themselves?
