What is the news on the new Google algorithm?

Starting around 16th of November, there seems to be a big change in Google search results...

I was reading an article that said they have made some big changes in the actual algorithm that has pushed previously top ranking sites out of the top listings.

I was wondering:

• What is now considered 'over optimization'?
  What changes need to be made in terms of titles, link text, and anchor tags to ensure they are not 'over-optimized'?

I have worked hard on my sites, and do not want to see them plumet to the bottom of search results just because I have spent time optimizing them.
