I think that just means you cannot discuss any of the details of the Adsense program with anyone but Google.

My interpretation is that Google's been having problems with publishers contacting advertisers regarding ads shown on their site.

But you are allowed to discuss what you make overall now which is a nice change and was something just recently added.

Probably people contacting contacting advertisers to dump google and pay them a flat rate for a permanent ad placement.
