I have seen site with just 28 backlinks getting PR 2 . so you are right

I think a jump from PR2 to PR4 or above would need not only enough backlinks but also the quality of your backlinks. Also, optimizing your title tags, meta description tags and page contents would be necessary.

Just like marrya said, a few pr5 or pr6 links will do the trick.
But I think you should rather concentrate on the quality of your content and on building relevant, good links instead.
You can go after keyword terms with success without worrying about pr. Targeted incoming links are better.

its difficult to give answer, because I saw one website on google which is having back link more than 1000 so still having page rank 1 and another site has only 300 backlink and its pagerank 3 ...

So how can we judge the page rank from backlink on google?

PR has nothing to do with that SERP of a website. PR is just used by Google to determine the number of pages to crawl in a website.

Do not count backlinks for PR.
PR is actually not only showing the backlinks you have. It is combination on more than 100 features. It is important for SERP, in spite of the opinion of many people.
