SEO breaking terms of Google?

This quote form the Google terms of service has me somewhat puzzled. Does it not render all SEO activites for commercial gain against its ToS?

I was just confused by its scope...

Rushy,

A good question. I don't know if technically speaking, this restricts all optimization type activity dealing directly with rankings at Google. It very well might, but clearly this isn't something they're willing to spend a lot of time and effort worrying about.

I guess they are saying that we should not use adwords to increase traffic to our sites. Thats a Google Service...
