Georgian isn't an Adsense supported language so it won't be able to read most of the page to determine what it's about so it's relying almost entirely on the little bits of English and possibly the meta tags.

Another thing to remember is that different countries will see different adverts. Theres something called the [url=https://www.google.com/support/adsense/bin/topic.py?topic=160&ctx=en:leftnav]Google Adsense Preview Tool[/quote] which appears in IE's right click menu and lets you see what ad's other countries will see. For example I'm getting a lot of "Tbilisi Flights" type adverts.
What appears will heavily depend on available adverts and it's possible that Georgian isn't available in Adwords. Plus Adsense always tries to find the highest paying adverts available so even if they are there, these will be paying more.
With regards changing things - as DragonEye mentioned it's against Adsense T&C to go altering things purely for Adsense, but that could be interpreted a few ways...
