Look at the PageRank those links are passing. (PR4 & PR5)
Scroll down in the page source, and all the links after that are passing less and less PR to the inside pages.
At the end, the links lowest in the page source aren't passing any to the inside pages.

I suspected this too but regarding Ranking and not PageRank at the time. When I am designing internal page navigation I have the most important links first (many people even have the navigation links at the bottom of HTML and use CSS to put it to the top thinking it will help but I have always been against this!).

There are many theories running in market right now.
1. Links near the end of a page, passes less link popularity(LP).
2. Links with lots of unrelated links surrounding them, passes less LP.
3. Link with more textual and related content around them, passes more LP.
4. Link text vs page text ratio on a given page.
Its better to have link embedded in the content if you are purchasing a link.

I got that figured out a while ago, and when I made the site for www.radiofreeamsterdam.com I did a little experiment on that link placement issue and managed to get the same PR from the index page on every page on that site.

What about CSS positioning, the links that appear first in the code, could actually be last on the display
