Assuming all on page factors are equal (which they undoubtedly aren't) it looks like he has loads of links from one strong domain, while you have less links from several but weaker ones.

It's just a guess though, nobody could tell you the answer based on one simple report, the answer will be much more complex.

Google have more than 200 factors (which is what Google says in their PageRank detail page). So, it is too hard to analyze the best factor.

It depends upon many such factors like the age of the domain and time from which the SEO work was started. Try investigating your competitors website. What all on-page changes they made including entire website and always try to achieve better quality than them. Use much more advanced experts thoughts and apply it.Try finding sites through which they have got backlinks and you can also add your website in those sites and see the difference.

If i am in your place I would do
On-page optimisation first
and then get quality backlinks.
create blog in blogger and make it do-follow
or Wordpress and get backlinks from there.
Bookmark your websites on bookmarking websites.

Loads of inbound links but only one domain linking? Is it possible that your competitor is a regular visitor/contributor to a high quality blog or forum without even viewing it as an SEO activity particularly, hence there is only one domain involved.

Choosing the right keyword is the key on PR in Google and it is also important the inbound links. Inbound links should come from websites that related your business or service. The number of inbound links is given priority based on the PR of the referring websites.
