Question What happens to pagerank if...
A domain is forwarded and then converted into a site. Do you lose the pagerank of the previous site it was forwarded to or does the PR stay the same?

Page Rank is a function of the sites pointing to your site. If things do not change then you should not lose page rank. If you redirect from Site A to Site B and the links that point to Site A now point to Site B, you should not lose Page Rank. You will have to contact all the places that link to you to get them to change their links.

Yes, you lose the PR. 301 redirects don't pass PR like they used to.

Even if doing a 301 would end in transferring the PR, one thing it won't transfer to the new site is the ranking of the old one in the Google SERPs.
It would be too easy to avoid the sandbox that way.

i lost my page rank when i changed the entry page from index.htm to index.php so obviously when redirecting ur PG won't pass through
