Question about google PR update
It seems that google updates pr value partially. I have checked some websites these days and yesterday I saw two PR8 sites became PR5. I thought google had updated PR for all websites, but I found later that other sites' PR remained the same. So does google update PR partially and irregularly now?

A page's PR does not necessarily continue to move in either direction; and, its Actual PR does not necessarily change enough between Tool Bar updates for its moving from one Tool Bar PR value to another there.

Are you speaking of Toolbar PR?
If so, what evidence is there of such update?

Which strongly suggests that nothing bout those sites has changed so as to cause them to rank higher.
Neither PageRank nor SERP rank automatically increase with the passage of time.

Google indexed my blog on the 18th of this month. Although, according to them, i have 0 backlinks and 0 pagerank. I really dont understand why i have no counted backlinks.

A Toolbar PageRank of 0 simply means that your actual PR is in the lowest 11th of all PR values.
As for inbound links, no SE learns of them from crawling your site, but only by crawling those external pages which contain outbound links pointing to you.
Patience is here called for.

No.
PageRank is a measure of probability, that of a page being randomly requested, and is therefore solely dependent on the total number of pages included in the PR calculation matrix and the links between them.
