It seems like if you had thousands of pages that linked back to your homepage it would help raise your PR. Versus only having 50 pages that did the same thing.

Well it doesn't matter with thousands or 50 the quality of the links matters and that only increases PR not the no.

Instead of just generated <forum rules>, try also get links from related websites. E.g. websites that covers the topic your website is about. You could e.g. try write some articles and submit them to various places.

Submitted to yahoo explorer a few weeks ago, and now I am in the listings, fairly quick, being slurped quite regular as well. No cahe yet in index, but a listing somewhere is better than none at all.
