Both.
It must satisfy the needs of the stakeholders including shareholders and provide a quality product.

It is all about balance, pressure and expectations.

Agree with infonote.

They have to create a great Search Engine that delivers quality results or people will start going elsewhere such as Bing / Yahoo. So, of course, they focus on improving their search algorithm continually. It is the foundation of everything! The better job they do the more people use it. The more people who use it the more context relevant ads they can display. The more of the highly relevant paid ads they display the more revenue Google can generate.

It is also, as you call it, an Earning Engine for people who have the patience to get their web pages ranked highly.

I think your question is just framing this as an either / or case when the two are not mutually exclusive. In fact, if Google was not a great search engine used by so many people there would be much less opportunity for SEOs to make money from ranking websites in Google.

Google is a Search Engine to all, a Search Engine to all to begin with. I believe the Earn Engine part came when Google became popular than the rest of the search engines out there. Google is a good companion to both regular internet users and SEOs/internet marketers.

Google is mainly a Search Engine to find each and everything on web. but the SEo's point of view the google is the Earn Engine , Because we can Earn money from google's Organice Results if our site is visible in high ranking of google's results

Google is both a search engine and earn engine.According to a user who wants knowledge about any thing, is a search engine. But as a professional point of view who has his own site on Internet, is an earn engine.

It's an interesting discussion but the answer is going to be a standard one because Google like any other commercially oriented portal with global presence, many shareholders and very hot values, and at the same time paying thousands of employees their monthly incomes needs to generate cash, lots of cash in order to remain stable and valid and possibly expanding its presence in the near future and gaining market share.

From day one Google managers were thinking of creating a very successful and truly profitable business because they were like other CEOs managing financial sectors and had ideas on improving their newly set up search engine online. They managed to do the job very greatly and surpassing expectations because many people believed that Yahoo and MSN would definitely remain pioneers and leaders in the online search world.

It varies man to man. Google is a search engine to general people and earn engine to Internet marketers. But, we all hope there will be a good relation between this two engines. So that Google can satisfy both kinds of people.

For me- it's both - search engine for the mass and earn engine for SEO's... Many SEO has benefited Google Search Engine because it is the most used Search Engine.

So long as the required/desired revenues are gained, quality of product is immaterial.

In fact, Google spends as little as possible developing offerings that are just good enough to gain the eyeballs that it needs for click on its ad listings.

That, and that alone, is Google's goal.

Google began as a search engine. It morphed into an earn engine of necessity when it converted to being a public stock company.

To the contrary, it does a great disservice to all by serving up a plethora of low to very low quality listings.

Fact: While 81% of Bing/Yahoo users click on the organic SERP listings, only 65% of Google users do.

Fact: The recent Farmer/Panda SERP algorithm change was triggered by an increasingly large and vocal public criticism of the quality of Google's SERPs.

Fact: Said change actually made things worse, by ranking very many screen-scrapers ahead of those who provided the original content.

Fact: The 2nd iteration of Panda, which resulted in the above, was implemented because the 1st killed too many Made-for-Ads pages, which caused Google's revenues to be adversely impacted.

Summary: Google does not care about either those who provide on-line content or those that view it, beyond the minimum necessary for achieving its revenues goals.

A modicum of research will reveal that Google is, and has been for some time, primarily an ad syndicator; search is simply a platform for publishing revenue generating ads.

Indeed it is; but, neither from, nor to the benefit of, those who populate the organic listings.

Google's earnings come from the sponsored listings, and thus that is its focus.

Google has launched a new horizon of income some money by introducing the SEO technique. thousands of people are earning their livelihood by doing SEO for their own site/ company sites/ clients sites. So i think you are quite right and i am taking it positively.
