AdWords price fixing.
Anyone know if people running AdWords campaigns are allowed to discuss it with people running campaigns for the same words, and are they allowed to fix a maximum price between themselves?

I was actually thinking just the people doing the AdWords, if for instance there are just 4 or 5 people doing AdWords for a phrase, can they all agree on a maximum amount to bid?

But as you say between advertisers and publishers, are they also allowed to
discuss the maximum bid amount between themselves?
