White Hat SEO is other term of Manual Submission. If you have the resources for your website which will create and build links, you have to submit all those resources with unique and relevant content details and articles. That's the order of search engine, so that it will crawl easily.

My top 5 white hat SEO methods:
1. Quality Content
2. Proper Titles and Meta Data
3. Keyword Research
4. Effective Keyword Use
5. Quality Inbound Links

Basically, just avoid doing things such as keyword stuffing, link farming and hiding or 'cloaking' content or text. Anything outside of these would be considered safe white hat or grey hat.

They're are many greats threads on V7N about proper White Hat techniques.

I would like to point out a few Black hat techniques that are very important to stay away from so the big G wont become upset with your site.
  • Stuffing - Don't excessively use words on pages you want to be found for.
Hidden keywords - Hiding keywords by matching a font and background colour likely will cause Google to penalize you.
  • Cloaking - Showing search engines a different pages than humans.
  • Paid Links - Google does not approve of paid links.
  • Link Spam - Spamming blogs (best if the blog you post on are theme related. and don't post obvious spam comments "great post" etc), forums and other sites will not get you anywhere. Keep posts relevant and you will be rewarded.

As a general rule with white hat SEO, I would say that you need to ask yourself whether the link that you're providing is of value to readers of that website. If so, you're probably sticking to ethical link-building. If not, you may want to re-consider your approach.

As suggested read the Google guidelines, then reread it every day until you thoroughly understand what Google is telling you to do. I suggest that each day after reading that you do something on your site which you have learned.

A lot depends on the type of web site you have, but DO NOT PAY FOR LINKS, as this will only hurt your placement with Google and other search engines. But as in all things, there are exceptions to my last statement. If you have an ecommerce site, you most definitely want to list your site with business .com, yahoo directory and joeant.com these are paid listings but are accepted by Google.

I'm assuming it was a typo and meant to say "do" instead of "to"?

Paid links will not harm your website in anyway if the purchases/sales of such are followed in accordance with Google guidelines on paid linking:

OK fixed typo.
But I totally disagree with you about paid links based on the link you provided it clearly states
"Buying or selling links that pass PageRank is in violation of Google's Webmaster Guidelines and can negatively impact a site's ranking in search results."
and is not white hat seo.
