It seems people spent months waiting and hoping for an update from Google. Now many will spend months trying to recover from algorithm and PR updates from the last month or two. In my humble opinion, the basic of SEO have changed very little over the years. What has changed is that many loopholes people used to get an advantage in the search results have simply begun to close.

It is about time that honest SEOers are being rewarded for their efforts while those that cut corners are getting their just desserts

My sites got -1 in PR but it's definitely not due to black hat seo, i'm not the admire of loopholes tricks. So there must be gradual change in PR in general, since even google.com became pr9.
Still hard work always rewarded.

Content is immaterial to the calculation of PageRank.

Actual PageRank is continually re-calculated.

If you refer to acquiring links, yes; anything else, not here.

How can that be when webmasters are being stunned for duplicate content, content must be part of the page rank formula.

Do you know of any documentation other than speculation from outsiders that can support this theory of yours?
Funny to see pages intentionally left blank with PageRank if content is part of the formula.

Have you read any of the suggested background materiala re. what PageRank actually is?
Have you reviewed the mathematical expression that defines the PageRank function?
PageRank is simply the probability of a resource being randomly requested.
Perhaps you confuse PageRank with SERP rank, which is where a page appears in the search results for a specific query string, and for which content is an important one of the 200+ elements factored in.

From what I read and based on the history of PageRank, its original calculations are only focused on the backlinks and authority webpages that link to it. So, a blank page could probably have a PageRank if say, a web admin of WhiteHouse website, inserted an href pointing to that blank page.

Nothing re. "authority" in the mathematical expression that defines the PR function.

Each and every page has PR simply by virtue of its existence.
And, each and every inbound link (aside from those bearing rel="nofollow") counts for the full measure of the PR of the source page, without regards to any other factors. A .gov page carries no extra weight with respects to PageRank.

In this time, it is very difficult to predict when Google will update page rank!
I can see Google updated page rank some days ago. Today, I just found one of my new domain got PR1 after 4 days since the time it was launched!
What is happening? Meanwhile many other sites of mine did not change page rank!
