My answer to all 4 questions above is "no" - I've been keeping my eye on some of my sites for the past month and a half or so and haven't seen changes to anything anywhere. PR, backlinks, etc. I've seen differences in SERPs but that's another story.

Reduced as reported where?
Google does not manipulate indexed data re. in-bound links.
And, it never consistently reports any particular sub-set of the totality of those which it has indexed.

Whether Google updates today or next year, our focus should be on implementing the right SEO strategies to build our rankings over time. We can't go wrong with doing the right thing.

There is no way for you to know either all of the inbound links that your pages have or the PR values of those links.
Neither is there any way for you to know at what precise point in time the actual PR data that was used to calculate Toolbar PR was captured.
Google is not "trying something new" re. PR; Toolbar PR is simply not a reliable and useful metric.
It is not for lack of good reason that those who understand this refer to it as the Fool bar.

Understand that Google never shows you all of your links, but only a sampling of such that varies from time to time.

Google
Only Google knows all things on the PR.
Every 3months after update - You will see Your page rank.
Work hard, and clear - and You will grow!

I am hearing reports that there was a Google PR update (visible in the toolbar) in September, but I am only seeing some sporadic back and forth from what was previously visible in the toolbar. Is anyone else seeing anything?

I just checked my site, a PR of 2. My question is that the number one site for my keyword only has a PR of 3. That doesn't seem very high to be seeded as number 1. Am I missing something in this PR thing? How high have you seen your site go to?

Did Google update what? PR? Algorithm? I'm not sure what you are asking. Have you check your SERP? That is where I would look first for any issues. Good luck.

PR is but one of over 200 factors in the SERP algorithm, so that a direct correspondence between PageRank and SERP rank should not be expected.

Why should traffic be wholly dependent on any Google ranking?

Google has nothing to do with the success or failure at link building efforts.
As for what Google reports to you, see post no. 9.

There are a lot of changes in the SERPs at the moment, both up and down. It looks like some sort of update is taking place, probably not Panda related.
