Betting and bingo sites have low Toolbar PR

Why do betting and bingo sites have low Toolbar PR? Most off the Top 10 Results are PR5 and PR6. Considering they are multimillion pound industries I would have presumed they would be in the region of PR7/PR8/PR9. Is this a Trust Rank factor or simply cos these types of sites find it hard to get quality link? (think of the money they do have - it makes no sense).

I am thinking of having a portal on one of my site for these risky industries but I don’t wan to get "put down" due to any possible Trust Rank issues. Does anyone have any experience in this issue?

Yeah, thousands and thousands of low quality, but keyword stuffed links. Not gonna do much for PageRank, but can still effect the SERPs.

So why don’t they simple buy some PR from non related sites? They can afford to pay affiliates $90 per registrant so they can afford a few links. (Not that I would sell them links but many other people would)

If they're getting a top ranking without it, why should they spend the money?
