The main concern is approval and second is dofollow backlink. So find article sites, then check other approved articles, check links in body / content and author bio. See the date on which the article is published. See relevant category.

A few things to consider while choosing article directories
- Traffic penetration
- Auto approved or moderated (Moderated directory is preferred)
- Type of backlinks (do follow or nofollow, after Panda update most of the article directories are turning nofollow.)

Choose High PR sites, but then you'll have to submit unique and good content for these.
Here are some which offer do follow links, provided you meet certain criteria.
Hubpages, Squidoo, Suite101, EzineArticles, GoArticles
The thing is you must get people to read these to get a high PR for the page.

I think, to be considered is the number of visitors. Certainly better submit articles to article directories that have higher traffic. Since Google doesn't give more value for backlinks from article directories., so I placed "traffic" as the first considered. Then the second is backlinks.

Directory has at least PR=3
Links in authors bio are do follow if allowed at all
Directory has recently approved an published articles
Is moderated dosen't allow spam
