This PR update seems to be assigning PR to interior pages and brand new pages more than it is assigning PR to already indexed pages.

Same thing with v7n - several forum threads have good PR now, like PR7 on the Contest thread, but the home page PR hasn't changed.

Juggo's blog is the same.
