I'm not quite sure whether it's rejected because it looks like a type of doorway page - or because there are so many in-code elements.
The latter would make little sense as Google's not renown for caring for in-code keywords anyway - it's primarily a links machine.
So I figure it's because it's a stuffed-up keywords page, with no outgoing links, excepting the single PR pointer at the bottom. And Google would call that a doorway.
