I wouldn't say it is necessary for the average webmaster. If you were a web designer/web professional that wanted to offer expertice in Adwords it would probably be something to look at obtaining.

The training is public so if you are a webmaster who uses Adwords, it probably would be worth your time to go through the training to get the most out of your Adwords campaigns.

If you have time, you should consider learning about it. Google provides free study materials for you. But I don't think a webmaster need that certificate. If you are running a SEO services company where you offer to manage your clients' PPC campaigns, this would come in handy. You can also use this certificate as a marketing piece.

there are so many study material available on Google that certainly help you to learn every aspect about Google Adwords so there is no necessity to join Google certificate program, it's basically depends on your will and choice. Plus, It certainly increase your resume space and put good impression ahead your employers.

But I recommend you to before beginning a certification program you need to learn everything about it using online material. Such certification become good option while you are searching job is ad word fields I don't think we should not do it I have seen that people ignore it and also suggest but tell me what is disadvantage to not to go such certification.
