I think this is not truly happening at this point. Since the Penguin was rolled out, I still see a lot of garbage rising in ranking. Even those old posts from blogger or tumblr which are not helpful are not popping in page 1.

It seems they favor old and established root domains, which are popular...that means they favor popularity over quality and accuracy... at least in my own opinion and based on observation.
