Penguin update is the latest Google update affecting sites with a severe lack of natural links. They say it’s the same update (with some improvements) that Google first released by the name ‘Over-optimization update’ and then the Webspam update.
To overcome Penguin, make sure you aren’t trading or spamming links, remove all unnatural links to your site, have variation in anchor text and get rid of any over-optimized onpage element.
Here’s about it in detail

Wheras, Google Panda checks:
- sites that copy content from other websites or
- sites that are just not very useful or
- sites with poor user experience
I would insist you to read this blog for more on Panda,

Your links are broken :-(
I'd add, all penguin answers are speculation at this time.

The Panda update is all about over-optimization of onpage SEO factors, backlink anchor diversity and the context of those backlinks.
Penguin is about actually improving user experience. It doesn't target backlinking, it targets the result of backlinking: visitors coming on your site.

Google Panda keeps a check on quality content of the site whereas Google penguin update is a web spam filter.

Google Panda algorithm mainly targets websites with low quality content. Content farms were hit the hardest by this algorithm. Even sites with duplicate content from other sites were penalized by Google. The overall ranking of the websites depends on all the pages of the website. If all the pages have poor quality content then the whole site will get penalized for it. The Google Panda algorithm has also promoted quality websites which had been lower in the search engine rankings. The last update was in 19th April 2012.

GOOGLE PENGUIN - Launched on 24th April, 2012, this algorithm mainly concentrates on the webspam. The websites which do not follow the quality guidelines of Google are penalized and demoted in the search engine rankings. Black hat techniques like keyword stuffing are looked down upon by this algorithm. Some of the points which should be kept in mind by the webmasters to avoid being penalized are listed below:
-Comment spamming in blogs using exactly matching anchor text for targeted keywords.
- Unnatural inbound links
- Exact match anchor text in outbound links coming from poor quality sites.
- Low quality directory listing and article marketing
So those who have suffered traffic losses and a decrease in their search engine ranking in the recent times should find out the main reason and work on that to restore their original position.

In Google Panda, Google concentrated on duplicate content, and website optimization
In Penguin update Google hit the sites with low quality links and to remove web spam and keyword spamming through anchor texts.

Not it's not. Panda was mostly about targeting content farms and sites that published weak content. You are mistaking the Panda update for the over-optimization penalty that was rolled out more recently.

Simple Definations
Google Panda:- All about fresh and quality content
Penguin:- All about quality links.
But in Google Panda few sites were hit by Panda those had low quality or copied content and few sites got high ranking those had good quality and informative content.
But in Google Penguin:- The websites got panelized and few were banned from Google search results.

Google Panda is based on quality check and the main focus is unique content whereas Google Penguin is an update of Google against the spammers. Now it's nearly impossible to get a site on top with spamming.

Google panda and Google penguin is completely different from various angles.
For example the Panda has affected the website mainly with duplicate content issues, where as Penguin have been severe on the websites which was using black hat link building techniques to rank their website.
