Use of competitive filters for low paying websites

There is option for adding websites in competitive filter but as its name shows its basic purpose is to block ads of competitor websites.

Do you use this filter for blocking low paying ads like

http://www.top-3-sites.com/

I am not sure that its ads pay low or not but its business model tells clearly that it must be paying in pennies to steal $ clicks.

Purpose of this thread is to know your views of adding these kind of other cheap business model website into competitive filter.

Please give your reason for yes or no.

Anyway, I say yes bit not only because of low paying ads but also irrelevant content and complete crap sites.

Ads for ringtones don’t serve much purpose for a visitor of mine that is more interested in CD Burners.

I think that this is a waste of time to add sites to the filter. These sites come and go all the time, so it would be a cat and mouse game to keep up with them.

Another reason I don't worry about them is that these sites have very low bids so they will not show up that often on my sites (google's adwords weighting algorith.) I also only display one ad unit per page to further reduce the chance of a low pay site showing up.
