I'd say scam

$20 to get a report why your website was banned from Google.

Just ask on a webmaster forum and save the $20

I don't know. I would call it useless crap service, but not a scam. They claim to look into why a site is banned, but I am guessing that most people with banned sites know what they did to get banned in the first place.

SEOs may know but random clients won't - useful service IMO (if it's legit and works!).

But like Darren said you could just post here and plenty of people will let you know why you're site was banned for free.
